JOB PURPOSE: 

The incumbent is responsible for providing leadership in the department:

  • Cost estimating and review
  • Development of Cost Database
  • Tender preparation and evaluation
  • Preparation of Bill of Quantities
  • Assessment of Interim Valuations
  • Assessment of Final Project Cost
  • Preparing Final Accounts
  • Measurement of works and assessing variations
  • Checking and verifying of quantities and claims
  • Project Management and Contract Administration activities as required

 

KEY OUTPUTS:

 

·         Design standards are upheld and appraised

·         Technical reports are completed

·         Reports on the relevant investigations and monitoring of projects completed

·         Relevant engineering studies completed

·         Project profiles are completed for each project undertaken

 

 KEY RESPONSIBILITIES

 

  • Preparation Tender Documents
  • Analysis of Tenders
  • Contract preparation and administration
  • Provide excellent support and follow up on outstanding matters
  • Construction supervision

1)      The degree to which projects are completed to specifications and within a time frame

2)      Timeliness of reports and the quality of submissions

3)      Maintenance of good professional relationship with other Rural Water Supply Limited employees and contractors on projects

4)      Adhere to Policies and Procedures of Rural Water Supply Limited

 

 

 

REQUIRED COMPETENCIES:

1)      Sound knowledge of Civil and Mechanical Engineering practices

2)      Thorough knowledge of water utility operations

3)      Knowledge of various standards contract procedures

5)      Experience in Project Control Management

6)      Knowledge of relevant computer applications including Micro Soft Projects

7)      Proven ability in identifying multiple contract approach to project implementation

9)      Ability to program realistic implementation activities

12)  Efficiently manages the operational elements of projects finance and budgeting

SPECIAL CONDITIONS ASSOCIATED WITH THE JOB:

 

8:30a.m. – 5:00p.m (Monday – Thursday)

8:30a.m. – 4:00p.m (Fridays)

 

However, may be required to work beyond normal working hours.

 

On call 24 hour to deal with emergencies

 

MINIMUM REQUIRED EDUCATION AND EXPERIENCE:

 

  1. Bachelor’s Degree in Quantity Surveying or equivalent
  2. Minimum three (3) years’ experience
  3. Working knowledge of FIDIC
  4. Experience in Infrastructure Projects
  5. Experience in estimating and costing
  6. Experience in Contract Administration

 

SPECIFY LICENCING OR CERTIFICATION NECESSARY FOR THE JOB:

 

Registration as a Professional Engineer (or eligibility to be registered)

 

REPORTING RELATIONSHIPS:

 

Reports to: General Manager Engineering through Engineering Manager

Nature of Supervision Received: Periodic supervision to monitor work progress

 

 Supervision given to:

 

a)      Directly                                                  Engineering Supervisors

b)     Indirectly                                               Site Supervisors
